You have to ask yourself where the evil overlords that run illegal to-the-death martial arts tournaments find announcer / referees like Tatsuko. It can't be easy to recruit young women willing to preside cheerfully over mayhem and flying body parts while dressed in a skimpy costume, but the overlords always manage.
I dug up Tatsuko's name from the manga, which also points out that the FoR announcers each wear costumes from the Chinese Zodiac; Tatsuko's is the dragon. Can't say she looks much like a dragon to me...
